In 2000, the government passed a law that changed possession of drugs from a judicial issue to a matter of public and community health. According to the Institute for Drugs and Drug Addiction, a branch of Portugal's Ministry of Health, the number of heroin users has dropped from 100,000 in 2000, to 55,000 users in 2008.
