U.S. Ambassador Robert Wood, talking with Russian diplomats prior to presenting the United States Nuclear Posture Review to other states at the Conference on Disarmament, the only standing multilateral body for disarmament talks, with all declared and undeclared nuclear states in the room, meeting at the UN in Geneva. Wood claimed that North Korea was only months away from having the capacity to hit the United States with a nuclear weapon and dismissed the North's prsent situation as a 'charm offensive' that fooled no one. He also added that the Chinese and Russians were increasing their nuclear capabilities.
