Local residents are without electricity or running water for almost a week after an electrical transformer supplying power to downtown areas blew up on the night of the storm. Many of them live in high-rise buildings, up to 30 floors high. A line of people receive MREs (Meals Ready to Eat), the standard military ration, handed out by Salvation Army workers and the National Guard at a playground on Manhattan's Lower East Side.
