A small police buggy drives past a huge outdoor display screen while patrolling the otherwise empty streets of Kangbashi New District. With an investment of over USD 161 billion from the local government and revenue from the region's rich coal deposits, enough buildings have risen on the site of an old desert village to hold at least 300,000 residents, complete with ultra modern facilities and grand plazas. The district, however, has an occupation rate of less than 10% and has been dubbed the 'Ghost City'. Kangbashi epitomizes China's real estate bubble and by 2011 the real estate prices in Ordos had dropped by over 70%.
