A spring runs under an ornamental bridge in the grounds of the exclusive Dong Fang Newland apartment complex in Ordos where property prices reach 10,000 Yuan per metre. However, although most of the complexes are sold they remain uninhabited. The Kangbashi District of Ordos, a district planned, five years ago, for 1 million inhabitants, still lies almost dormant and has become known as a 'Modern Ghost City.' Yet Ordos has the second largest per capita income after Shanghai, but is ahead of Beijing, largely due to the massive coal wealth of Inner Mongolia.
