The Hutu dominated regime in Rwanda had been defeated by the Rwandan Patriotic Front (RPF), and hundreds of thousands of Hutus, including the perpetrators of the genocide and the defeated army, had flooded into DR Congo (then known as Zaire). The Congolese authorities instructed the former Rwandan army to leave their weapons behind.
