U.S. Ambassador Robert Wood, presenting the United States Nuclear Posture Review to other states at the Conference on Disarmament, the only standing multilateral body for disarmament talks, with all declared and undeclared nuclear states in the room, meeting at the UN in Geneva. He stated that North Korea was only months away from having the capacity to hit the United States with a nuclear weapon, dismissing the North's present actions as a 'charm offensive' that fooled noone. He also stated that the Chinese and Russians were increasing their nuclear capabilities, and the new posture was in part a response to such moves. All his claims brought forceful responses from representatives of the respective countries, involving several 'rights of reply', in forthright exchanges.
