Tony White, a Royal New Zealand Police officer, holds a petrol can found after the NZ police force assisted the Tongan police force with forensic investigations following the Nuku'alofa riots on Thursday 16th November 2006. This building, a photo processing lab and shop, was the seat of one fire, which quickly burnt out the whole block when fanned by winds. The disturbance began after the government stalled on legislation setting up a more democratic election in 2008 as it closed for the year.
